Summary

The Tourism Master Plan (TMP) Implementation Strategy provides Lancaster City with a clear, coordinated framework for advancing the Tourism Master Plan over a 10-year period. Organized into three planning cycles — 2026–2028, 2029–2032, and 2033–2035 — the Strategy translates long-term goals into phased Outcomes aligned with City capacity, partner leadership, and available resources.

This document is designed to support collaboration across City departments and partner organizations by identifying Implementation Areas, Workstreams, and shared leadership roles. It ensures tourism initiatives are coordinated with other adopted City and regional plans and establishes a flexible structure that allows specific activities and initiatives to be identified, advanced, and communicated by Visit Lancaster City staff through each planning cycle.

Together, these elements position tourism as a positive force for Lancaster’s economic vitality, cultural expression, environmental stewardship, and quality of life. The TMP Implementation Strategy serves as a living guide to help Lancaster advance its visitor economy in a way that is inclusive, sustainable, and rooted in community priorities.

Disclaimer

This Tourism Master Plan Implementation Strategy is intended to function as a living document and may be updated as conditions, partnerships, funding, and priorities evolve. It is based on previously adopted plans and stakeholder input collected through the Tourism Master Plan process and does not include new primary data collection. All planning cycles, leadership roles, and intended Outcomes are subject to review and adjustment as implementation progresses.
