The Lancaster City Tourism Master Plan (TMP) Implementation Strategy was developed through a collaborative, document-based planning process designed to translate the Tourism Master Plan’s recommendations into an actionable work plan aligned with current City and partner priorities. The work relied on partner engagement, structured document review, and cross-plan analysis rather than new primary data collection.

Allium Development Group began by coordinating with the City of Lancaster Department of Neighborhood Engagement to identify key implementation partners whose work intersects with Tourism Master Plan priorities. Targeted partners—including Discover Lancaster, Lancaster City Alliance, Lancaster Chamber, and the incoming mayoral administration—participated in structured review sessions. Partners conducted line-by-line reviews of TMP Tasks and provided input on feasibility, sequencing, leadership roles, and opportunities for coordination with existing initiatives.

TMP Tasks were then reorganized into an Implementation Framework structured around Implementation Areas and Workstreams. This framework was developed to clarify responsibilities, align activities across organizations, and create a practical staff-facing work plan. TMP Tasks were refined into defined Activities and Outcomes to reflect partner feedback and to align with current initiatives and work plans.

A cross-reference analysis was conducted between the Tourism Master Plan Tasks and other adopted plans, including the Our Future Lancaster Comprehensive Plan (2023), Places2040: Lancaster County Comprehensive Plan (2018), Building on Strength: Economic Development Strategic Plan for Lancaster County (2026), Discover Lancaster Strategic Plan (2025–2027), and the Lancaster County Convention Center Authority Strategic Priorities (2025). This analysis identified areas of alignment and informed prioritization decisions by highlighting actions supported by existing initiatives, partnerships, or funding.

Activities and Outcomes were prioritized using defined implementation criteria, including alignment with adopted plans, partner readiness and ownership, integration with existing work plans, City capacity and feasibility, and appropriate phasing. Selected activities were organized into short-, mid-, and long-term implementation cycles reflecting realistic delivery timelines.

Open-source and closed-circuit artificial intelligence (AI) tools were used to support document review, cross-referencing, synthesis, and drafting. All analysis, prioritization, and recommendations were guided by partner input and professional planning judgment. The Implementation Strategy is based on previously adopted plans, stakeholder input, and existing data sources and does not include new primary research.
