Overview

In November 2025, the City of Lancaster engaged Allium Development Group to develop a coordinated Implementation Strategy for the Tourism Master Plan (TMP). This document establishes the organizational framework, operational direction, and intended outcomes for Lancaster’s visitor economy over the next 10 years. Specific activities and initiatives are managed by Visit Lancaster City staff and shared with the community through the Communication Strategy.

The Implementation Strategy organizes Tourism Master Plan Tasks into four Implementation Areas and supporting Workstreams and defines intended Outcomes aligned with each. These Outcomes provide a shared framework for organizing and coordinating efforts across City departments and partner organizations. Developed through a collaborative process and cross-referenced with other adopted plans, the Strategy reflects shared priorities, existing initiatives, and a flexible approach to implementation that allows partners to align around common goals while maintaining the ability to adapt over time.

The Strategy was developed using defined implementation criteria — including alignment with adopted plans, partner readiness, integration with existing work programs, and City capacity — to ensure that Outcomes are realistic, coordinated, and reflective of current conditions. This approach focuses resources on high-readiness efforts while preserving flexibility for each planning cycle to refine and advance actions as conditions evolve.

Structured across three planning cycles —2026–2028, 2029–2032, and 2033–2035 —this document serves as a long-term guide for implementing the City’s vision for tourism as a driver of economic vitality and quality of life. Each cycle builds on this framework, enabling ongoing alignment between strategic direction and on-the-ground implementation led by Visit Lancaster City staff and partners.
